BEIJING – Top experts, industrialists and government officials have highlighted strengths and long-term planning of low-carbon and high-quality development of iron and steel in China in the epidemic times.

The views by experts were expressed at the occasion of 11th China Steel Energy Conservation and Emission Reduction Forum here in line with China’s President Xi Jinping’s speech made at the 75th session of the United Nations General Assembly whereby the Chinese visionary said that the world is no longer unipolar and China’s industrial revolution to minimize the emissions causing global warming effects to entire world is being acknowledged worldwide.

Delivering the opening speech, Secretary of the Party Committee and Executive Chairman of the China Iron and Steel Industry Association, Mr He Wenbo pointed out that although there are many problems in China’s iron and steel industry that need to be paid attention to and many risks to be vigilant, the overall operation of China’s iron and steel industry is normal, its development foundation is healthy, and its performance in the national economy is positive.
“Green and low carbon is the key to the transformation and upgrading of China’s iron and steel industry and an important engine to improve the competitiveness of the industry. It is hoped that the whole industry can solidly promote the green and low-carbon development, and make new and greater contributions to boosting the high-quality development of China’s economy and society,” he said.

He suggested that the iron and steel industry should seize the opportunity, further promote the optimization and adjustment of industrial structure, deeply implement the energy-saving and green transformation, and accelerate the green, low-carbon and high-quality development, he added.

Liu Bingjiang, Director of the Department of Atmospheric Environment of the Ministry of Ecology and Environment, introduced in detail the progress of the national ultra-low emission work and the next work plan.

He said that in recent years, China’s air pollution prevention and control has achieved positive results, and the iron and steel industry has made greater progress in resolving excess capacity, reducing emissions in process, and reforming ultra-low emissions, which has made contributions to improving air quality in the country.

He stressed that to promote the transformation of ultra-low emissions in the iron and steel industry.

“We must adhere to the quality as the core, implement the ultra-low emission transformation with high quality, and strive for ‘four truths’, that is, the leaders of the enterprise attach great importance to it, the investment of funds, the implementation of real projects, and the improvement of management level; the whole process control of key points, lines and surfaces should be controlled to make up for the shortcomings; and the evaluation and monitoring should be done well to strive for the authenticity of the products,” he elaborated.

He went on saying that in the future, the continuous implementation of differentiated management and effective supervision and long-term supervision of ultra-low emission enterprises will further promote the technological progress of China’s iron and steel industry and accelerate the realization of high-quality development.

Li Gao, Director of the Department of Climate Change of the Ministry of Ecology and Environment, introduced the progress and phased achievements of China’s response to climate change and carbon emission reduction under the general trend of global green development, and comprehensively interpreted the national low-carbon development and carbon trading policies.

He pointed out that the steel industry is an important carbon emission industry and one of the key industries included in the national carbon emission trading market. “China’s steel industry should plan ahead of time, clarify carbon emission reduction targets and tasks, scientifically formulate carbon emission control plans, strengthen training and capacity-building, actively participate in the carbon trading market, promote major technological innovation, and accelerate the industry with low-carbon development as the starting point,” he suggested.

Guo Fengyuan, Director of the Comprehensive Department of the Energy Conservation and Comprehensive Utilization, Department of the Ministry of Industry and Information Technology pointed out in his speech that the green development of industry in the new era is facing new challenges.

“First, high-quality development puts forward new tasks for industrial transformation and upgrading; and second is the ecological civilization construction that puts forward new requirements for industrial growth. Third challenge is the general trend of international green development brings new opportunities for China’s industrial development,” he said.

“Under the background of promoting the high-quality development of manufacturing industry, the green development potential of China’s iron and steel industry is huge, and there is a long way to go,” he said.

The Forum was sponsored by the Institute of Metallurgical Industry Planning, organized by the Metallurgical Industry Energy Conservation Committee of China Energy Conservation Association and the Metallurgical Professional Committee of China Environmental Protection Industry Association, Xinxing Cast Pipe Co., Ltd., Shandong Guoshun Construction Group Co., Ltd., and Baimeidikang Environmental Technology (Shanghai) Co. Ltd.

Leaders and experts attending the meeting focused on the green and low-carbon development situation of the iron and steel industry during the post epidemic period, the implementation of ultra-low emission transformation of iron and steel enterprises, the implementation of energy conservation and emission reduction, and other hot topics for discussion and exchange, sharing advanced and applicable energy-saving and low-carbon technology and successful practical experience, and in-depth analysis of iron and steel enterprises under the new situation to strengthen low-carbon development capacity building and create new green development initiatives specific path.
